Entitlement math for short trade programs

Quick answer
Short non-college degree (NCD) trade programs — often 8 to 24 weeks — can use the Post-9/11 or Montgomery GI Bill, but entitlement is not always “one month charged per calendar month.” For Post-9/11 NCD programs, when VA pays tuition and fees to the school, entitlement is based on how much VA paid relative to 1/12 of the yearly NCD tuition cap. Housing allowance (MHA) can still run for the weeks you train more than half time. [eCFR: 38 CFR 21.9561] [VA: Post-9/11 GI Bill rates] [VA: Non-college degree programs] VA decides the final charge; confirm with your School Certifying Official.
Post-9/11: how NCD entitlement is charged
Under 38 CFR 21.9561, when VA pays tuition and fees for training at a non-college degree institution, entitlement equals the number of months (and fraction of a month) from:
For Aug 1, 2026 to Jul 31, 2027 the NCD yearly cap is $30,908.34, so 1/12 is about $2,575.70. [VA: Post-9/11 GI Bill rates] [eCFR: 38 CFR 21.9561]
- If VA pays little tuition relative to the cap, a multi-month certificate can use less than one month of entitlement for the tuition charge — while you may still receive MHA for the enrollment period if you train more than half time.
- If tuition is near the yearly cap, entitlement draws down faster.
- If VA is not paying tuition to the school but is paying MHA, entitlement is charged based on rate of pursuit for each day of the certified enrollment. [eCFR: 38 CFR 21.9561]
- Licensing and certification test reimbursements (up to $2,000 per approved test) also charge entitlement based on the amount paid. [VA: Licensing and certification tests]
Worked examples (hypothetical)
These examples use the published 2026–2027 NCD cap and the regulation's formula. They are not quotes for any school, and they assume 100% Post-9/11 eligibility. Your SCO and VA's Comparison Tool estimator are the authority.
| Example | Assumptions | Approx. Post-9/11 tuition entitlement | Housing while training |
|---|---|---|---|
| 12-week full-time HVAC certificate | Hypothetical net tuition/fees of $5,000 paid by VA; student trains more than half time for ~12 weeks. | $5,000 ÷ $2,575.70 ≈ 1.9 months charged for tuition. [eCFR: 38 CFR 21.9561] | MHA at the E-5-with-dependents BAH rate for the training ZIP, for the certified enrollment (more than half time required). [VA: Post-9/11 GI Bill rates] |
| 8-week CDL / trade certificate | Hypothetical net tuition/fees of $2,500 paid by VA; full-time clock hours. | $2,500 ÷ $2,575.70 ≈ 1.0 month charged for tuition. | MHA only while enrolled more than half time; short programs still need SCO certification of dates and hours. [VA: Non-college degree programs] |
| 24-week welding diploma | Hypothetical net tuition/fees of $12,000 paid by VA. | $12,000 ÷ $2,575.70 ≈ 4.7 months charged for tuition — even though calendar length is about six months. | MHA can cover the enrollment weeks at more than half time; books/supplies up to $83/month (max $1,000/year). [VA: Post-9/11 GI Bill rates] |
| Apprenticeship drawing MHA while working | Approved OJT/apprenticeship; employer pays wages; VA pays housing share. | Entitlement: 1.0, 0.8, 0.6, 0.4, then 0.2 month charged per month of training in successive six-month steps. [eCFR: 38 CFR 21.9561] | Post-9/11 OJT MHA starts at 100% of the local housing rate (months 1–6), then 80%, 60%, 40%, 20%. Prorated under 120 hours/month. Montgomery GI Bill (MGIB-AD) on short programs
MGIB pays a flat monthly rate to you; you pay the school. From Oct 1, 2026 to Sep 30, 2027, the full-time 3-year institutional rate is $2,601.00 a month (2-year rate $2,110.00). For apprenticeships and OJT, the 3-year rate starts at $1,950.75 for the first six months, then $1,430.55, then $910.35. [VA: Montgomery GI Bill Active Duty rates]
- Short full-time certificates typically draw one month of MGIB payment (and entitlement) per month of certified full-time training — there is no separate NCD “tuition ÷ cap” formula like Post-9/11.
- For a low-cost, short program, MGIB's flat check can exceed what Post-9/11 would pay in tuition plus a brief MHA stretch; for a costly program, Post-9/11 often wins. Compare both. See Post-9/11 vs Montgomery for trade school.
Other pieces that affect the math
- NCD tuition/fees cap: Post-9/11 pays net tuition and mandatory fees up to $30,908.34 per academic year for NCD programs (Aug 1, 2026 – Jul 31, 2027), scaled to your eligibility percentage. [VA: Post-9/11 GI Bill rates]
- MHA / BAH while in school: more than half-time required; based on E-5 with dependents at the training ZIP. Details: housing allowance guide. [VA: Post-9/11 GI Bill rates]
- Licensing-test reimbursement: up to $2,000 per approved test; charges entitlement based on the amount paid. [VA: Licensing and certification tests]

Common questions
How many months of Post-9/11 entitlement does a short trade certificate use?
When VA pays NCD tuition and fees, entitlement is roughly the amount paid divided by one-twelfth of the yearly NCD cap (about $2,575.70 for Aug 1, 2026 to Jul 31, 2027). A low-cost 12-week program can use around two months of entitlement for tuition even though training lasts three months. VA's final charge controls.
Do I still get a housing allowance on a short program?
Under Post-9/11, you can receive MHA while you train at more than half time, based on E-5-with-dependents BAH for the training ZIP. The SCO certifies your dates and rate of pursuit.
[VA: Post-9/11 GI Bill rates] [VA: Non-college degree programs]
How does apprenticeship entitlement work?
For approved OJT/apprenticeship, Post-9/11 charges 1.0, 0.8, 0.6, 0.4, then 0.2 month of entitlement per month of training across successive six-month periods, matching the housing payment step-downs.
[eCFR: 38 CFR 21.9561] [VA: Post-9/11 GI Bill rates] [VA: On-the-job training and apprenticeships]
Can VA pay for my licensing test after a short program?
If the test is approved, VA can reimburse up to $2,000 per test and charges entitlement based on the amount paid.
